Press of Information of Venture Capital Investment Policy of Zhongguancun Science Park Was Held in the multi-purpose hall of Innovation Building of Tsinghua Science Park on the morning of March 20. Zhao Fengtong, Vice- Mayor of Beijing city, and Dai Wei, director of the management committee of Zhongguancun science park, participated and delivered speech on the meeting. Ceremony of cooperation Intension agreement of four enterprises including Tuspark Co., Ltd. and Zhongguancun Venture capital Investment Centre was also held during the meeting.

Among the main usage channels of venture capital investment fund, the setting up of joint venture is under spotlight. There are 4 joint ventures with total capital of RMB 0.55 billion were generated by way of open solicitation and expert review, the sponsors are Zhongguancun management committee and Tuspark Co., Ltd., Zhonghai Venture Capital Investment Ltd., Everbright Holding Ltd., Levono Holding Ltd., Lianhua Holding Ltd. Theses joint ventures will invest in the enterprises in the pioneering and growing period in major industries and fields such as electronic information, integrated circuit, communication and network. The investment of Tuspark Co., Ltd. is RMB 0.15 billion, accounting for about 30% of the total fund. Mei Meng, director of Tuspark and Board Chairman of Tuspark Co., Ltd, presented the measures in culturing the innovative venturing condition and incubating the diamond enterprises he said the cooperation with Zhongguancun management committee in the field of venture capital investment will further lead to the rapid development of small and medium high-tech enterprises possessing core technology. President Xu Jinghong of Tuspark Co., Ltd also participated in the event as a contract representative.

To maximize the engine function of venture capital investment in high-tech industry and further invite the domestic and overseas investment organizations to Zhongguancun, Zhongguancun management committee joined hands with the Municipal Development and Reform Commission, Municipal Science and Technology Commission, Municipal Financial Bureau, and Municipal Human Resource Bureau in formulating “Trial Measurements on Encouraging the Development of Venture Capital Investment Enterprises in Zhongguancun” based on the policy of the State Council for Zhongguancun science park, “Interim Measurements on Management of Venture Capital Investment Enterprises” and “Opinion on Improving the Ability of Independent Innovation and Building Innovative City” (J.F. [2006] No.5) of Beijing municipal government. Main content of the Trial Measurements include: setting up fund for venture capital investment in Zhongguancun science park, introducing risk subsidy mechanism for the venture capital investment institutions in the science park, enterprises having obtained the investment fund may preferentially obtain government fund support, talents-inviting policy for the venture capital investment enterprises, encouraging and attracting the domestic and overseas investment institute to settle in the science park and invest in the enterprises.
